| As surprising as it may seem, this is quite normal--and it has been studied before. Basically, the more people who witness something of this sort, the less likely people are to help the person in need. This is because with the increasing number of people around, each individual believes the others are responsible and/or will do something about it. I think this is why they say the less people who are around, the more likely someone is to help the person.
