Default A friend needs legal advice about setting up a website?

My friend has nearly 10,000 applications with working key gens and serials for the the applications, he was wondering if it would be possible to set up a website for the applications and charge a membership for the site for the use of applications not actually selling them to people. Would this be all feasible or possible to do?
