Problem With General Fan Fiction

Yeah well like mostly everyone knows there is alot of stupid unrelated thigns posted in the general fan fiction section is there a way to stop those from happening?

as a moderator i can only delete those topics,which i do,just that i can't be on this forum all the time to delete them right after they are posted,that's why sometimes there are 3,4,5 or more in the General OC Fanfic. when i find spam i always delete the topic.
i noticed that all this topics are opened by users that register on the forum,post the new threads and then they don't show up anymore.so it's pretty hard to prevent them from registering.
only the administrators of this site can delete those accounts or ban the respective IP's and users.they also can make the registration process more secure,but this isn't anymore my responsability
just ignore them until they are deleted
