Actually, I made it past that level, but I am stuck where the guy is in the water tank with a wheel and 3 spinny things...

If you are stuck at the three little wheels and the big one, all you have to do is line up the red tips of each wheel in a vertical fashion and then turn the big wheel to drain the water. Hope this helps.
