I think that's on Latin language and it means something like "Always ready".

while on topic for the general, I am curios how come there didn't come any of his agents and he just got arrested. We all knew he had networks everywhere and it doesn't seem hard for him just to get out of the police station after being caught or freed by his men

While he was on the apartment, he was cuffed to a stair, he couldn't call anyone.

After he frees himself, those agents come, and they seem to be with the UN people Kellerman contacted, so it seems they had a higher authority, or at least knew who he really was.

They weren't going to let him go.

Loved the execution scene. I can't picture any character killing him as a better ending to that one!

I think he got what he deserved. I mean Lincoln's planned execution, the whole Scylla thing, even he having a incestuous relationship with his daughter! Fry that guy!
