Is Naomi DHARMA?

I was thinking about her and what we know about her.
-she had some pretty hardcore equipment with her
-she was on a liner close to the island
-she had a scan of the picture of Desmond/Penny. Desmond had this picture with him, and we know penny had a copy on her nightstand, but could Kelvin had copied it and sent it off to higher-ups? He was out of the hatch all the time after Desmond showed up
-she told Mikhael, who was wearing a dharma jumpsuit that she was not alone but has not told that to the beachers
-communication was lost with the island very recently, first with the hatch imploding turning the sky purple and causing problems with their sonar cable, then Locke blowing up the flame
-Mikhael also always seems to wear the Dharma jumpsuit, and he is the other who was in contact with the rest of the world. Maybe Dharma thinks that they are still in control of the island, and do not come on island as to not interfere with the island "testing" on their subjects.
Sorry if this has been posted somewhere else, I couldn't find anything about her and Dharma
