There would have to be a boat close by, only way to really explain the helicopter unless of course they are in some chain of islands which I think would take away from the show.

Plus once the jamming went down, when Jack was on the walkie talkie, he said "My name is Jack Shepard are you, are you on the boat, the freighter?... Naomi, Naomi told us about about your search team, about the boat"

The guy he is talking to never sounds confused about there being a boat, and is more concerned about Naomi's safety. To me he sounds very sincere and excited.

We know boats can get to the island because Desmond's sailboat crashed there, and the others have their own boat, not to mention now are in control of Desmond's sailboat. Michael left on a boat... so it's not all that hard to believe that there is a freighter 80 or so kilometers away.

The "boat people" would make a lot of sense. Season 1 was about the fuselage people. Season 2, the tailsection... season 3 the others. So keeping with that, it makes sense that season 4 would be about another set of people we haven't met yet but are going to play a very key part to the story.
