I don't know if Linderman's ability makes it also possible to make someone alive who is dead. But Peter could have this ability. He met Linderman at least once. But maybe he was not able to get the ability because he had no empathy so early.
But Peter is from the future. 4 years. He could have met another healer. Or somebody with the ability to reanimate people.
I've also heard the theory that Adam's blood was still active.
