I would have to say in season 2 again when he cut off the head but also in season 3 when he was willing to kill someone who was totally inocent (saunders kid) just to get saunders to say the locations. He was actually willing to kill a well basically.. a kid..

I agree, when he cut off the guy's head in season 2. Definately the worst.

Not to just echo everyone else, but I can get behind the "cutting the guy's head off" scene as particularly brutal.

Still I don't necessarily view the things that he does as "human rights violations." To me, the things he does fit within a certain moral code, and to paraphrase Spock, the needs of the many outweigh the needs of the few.

im gonna sound like everyone else if i say this but i too am gonna say when he cut the head off in the secound season though when he tortured Paul Raines runs a close secound place for me

he did many horrible things, probably the worst being when he cut off the head of that prisoner in the 2nd season and in the 3rd, when he was forced to kill one of his superiors, Regional Director Ryan Chapelle.

Default Human rights violations

In regards to the human rights Jack Bauer has violated over the course of the series, Jack believing that the violations he's committed for the greater good, his utilitarian philosophy, is not mutually exclusive with him being haunted by them. He'd be a monster if he wasn't haunted by them and I don't believe he's a monster. The dramatic tension between the fact that Jack saves all the lives that he does and the horror of some of the things that he has to do (and/or believes that he has to do in the moment and/or is compelled to by the weight of all that's gone before for him) in order to save those lives is one of the central dramatic tensions of the entire series. Also, murdering Victor Drazen, Nina, Haas and Henderson, even if one can understand Jack's motives for killing them; Jack Bauer, neverthless, becomes judge, jury and executioner in these moments of revenge.

The criteria upon which the severity of the human rights violation is were: the legal status of the person whose rights are being violated (innocent versus guilty of a crime) and the potential good that can come about (saving lives from the detonation of a WMD or just obtaining evidence). Therefore, in order to qualify as the most egregious human rights violation, Jack had to know that the person was innocent and the objective could not have been about saving lives. In this vein, Jack Bauer breaking into Carl, the bank manager, and his wife's home in season 5 and threatening to kill them was the most egregious human rights violation he has ever committed. In this case, it was not about saving lives but about securing evidence of the president being complicit in the assassination of a former president. In the end, this recording was destroyed; therefore, Carl and his wife died for nothing. And the potential good that came about from Jack's actions were nothing since there were no lives in danger if Jack didn't acquire this recording. I am assuming that his wife died from dehydration as a result of Jack's tactics and Carl died due to Jack kidnapping him.

In the case of killing Chapelle, it is important to note that this was a presidential order; thus, the human rights violations falls squarely on David Palmer's lap. In regards to killing Goren, while horrific, it was shown to be necessary to infiltrate Wald's group to prevent a nuke from exploding in LA that day, coupled with the fact that Goren was convicted of first-degree murder reduced the severity of the violation. In the case of terrorizing Jane Saunders and shooting Miriam Henderson, while they were innocent, the harm they suffered was significantly less than the millions of lives who would have died from the virus or the nerve gas. However, shooting Miriam Henderson was more egregious as Jack did not procure any useful intel from Henderson coupled with her innocence. Jack torturing Paul Raines was also horrific; however, Jack did not know that Paul was innocent and there was a threat of the power plants melting down. In addition, Jack's torture of Paul led to the Rockland Building lead which was double-sourced by Curtis. Nina, Henderson, Haas and Drazen were all guilty of murder; thus, Jack killing them does not qualify as the most egregious human rights violation.

season two. cutting off the guy's head. i never knew how creepy a headless body was until i tried to watch sleepy hollow. ugh.
